Problem on Gnome Desktop and FORCE upgrade

Hi all folks,

FC2
(upgrade from RH8.0)

Gnome desktop behaves strangely.  It starts on GUI
login gnome-session but displaying KDE applications
and icons.  Clicking on bottom menu bar to start HELP
indicates Gnome 2.6-xxx help.

# rpm -qa | grep gnome
shows all gnome packages installed

I have following Gnome packages downloaded and did a
FORCE upgrade;

However following problem occurred

/etc/security/selinux/file_contexts: No such file or
directory
etc. (all packages the same)

Could not proceed further


# rpm -Uvh gdk-pixbuf-gnome-0.22.0-5.0.1.i386.rpm
/etc/security/selinux/file_contexts: No such file or
directory
