That's not exactly a 'simple database'

However, you can get a very much access-like interface, for simple or
complex use, to PostgreSQL - called pgaccess, I think.


Have you looked at SQLite (http://www.sqlite.org/)? Although I think it's intended as a programming library, from their website "The SQLite distribution comes with a standalone command-line access program (sqlite <http://www.sqlite.org/sqlite.html>) that can be used to administer an SQLite database". I haven't actually tried it myself, I just thought it looked interesting.
