Problems with CUPS and HP3650 - help request

Dear All,

I am trying to configure an HP3650 printer in FC1 (kernel
2.4.22-1.2197.nptl) with CUPS and keep getting the following error:

There was a problem sending CUPS test page
to 'HP3650' queue:

lpr: unable to print file: server-error-service-unavailable

It is pretty similar to the bug reported at:

http://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=97921

since the printer never get listed in the available printers.

For instance, I have CUPS and others installed:

[root@tryps root]# rpm -qa | grep cups
cups-1.1.19-13
cups-libs-1.1.19-13
libgnomecups-0.1.6-0.fdr.0.1

[root@tryps root]# rpm -qa | grep foomatic 
foomatic-3.0.0-21.3
Omni-foomatic-0.9.0-4
[root@tryps root]# rpm -qa | grep hpijs
hpijs-1.5-4.2

and the CUPS service running as well.

trying foomatic returned this:

[root@tryps root]# foomatic-configure -s cups -p HP-DeskJet_3650 -c

Could not set up/change the queue "Hp3650"!

Trying "cat" returned this:

[root@tryps root]# cat "this is text" >> /dev/lp0
cat: this is text: No such file or directory
[root@tryps root]# cat "this is text" >> /dev/usb/lp0
cat: this is text: No such file or directory

Any tips to solve this ?
