There is a bugzilla with fix (e.g. /updates/ are read first, the rest
afterwards, so put overiding modules under /updates/) at
http://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=125990

Packages at http://ATrpms.net/name/modutils/ contain this fix.
