Not to add but to change, as the default httpd.conf already contains a
default character set instruction, set to UTF-8:

$ grep -n DefaultChar /etc/httpd/conf/httpd.conf.orig
763:AddDefaultCharset UTF-8

On the other hand you could tell Dreamweaver to store html pages as
UTF-8.
