stale rpm db lockfiles !?
rm -rf /var/lib/rpm/__db*
That's probably why rebooting fixes the problem[1].
I'll give that a try next time it happens (it's already happened twice on this machine).
1. I don't like to reboot to fix a problem, but there was a fc2 kernel upgrade that came out, so I had to reboot anyway.
