Oh. I thought OOo release 1.x.y means that 1.x is a major release, and
1.x.y is minor releases.

You are probably right in saying that 1.1.x is more likely to be
linked to fedora releases, as 1.1.x releases from OOo are following
roughly the same release schedule as fedora.

So I presume bugfixes in 1.1.2 are goign to be backported to 1.1.1 and
an update of that be released.
