You'll need to build the package yourself, configuring it to install in
/usr/local for instance.

If you just want one instead of the other, just rpmbuild --rebuild the
FC1 package and install that instead of kdevelop 3. 
(rpm -Uvh --oldpackage  kdevelop-2.1.5(...).rpm)
