CIPE support was dropped for the FC2 kernel.
This should also have been dropped in system-config-network,
but for some reason, its still there.
There should also be a 'set up IPSEC' wizard there, but
there isn't. Can you bugzilla this please?

You should be able to connect them with ipsec, though
admittedly, it's a little trickier to set up than CIPE was.
