You're speaking about the distribution that disables NTFS support in its
standard kernel because it fears legal trouble...

Tripwire may be licensed under the GPL but many consider it only
semi-free. This *may* be the reason why it isn't in Fedora.

You can easily install it manually.

Or use AIDE instead.
