RE: Critical temperature reached, shutting down

I thought the CPU fan starting wasn't under BIOS or any other control on a
regular main board. Laptops have their own peculiarities, so I'm ignoring
them. 

Starting a box results in the fan spinning up almost instantly, even before
I get a BIOS signature displayed on the monitor.

We may be able to monitor CPU and other fan speeds, but is there an actual
control mechanism to turn it on or off? If so, what API or control point
provides such access?
