No, he doesn't! See the default PHP setup with Apache2 on Fedora Core
in:

/etc/httpd/conf.d/php.conf

Well then, you explain to us why his install of Apache is pumping out raw code instead of parsing it.

Install from source, not RPM's. Read the PHP recomendation about NOT using Apache2 and PHP together.
