if you're just trying to change your cli environment, then

export http_proxy=[proxyinfo]

example:

export http_proxy="http://proxy.myplace.com:8080/";
export http_proxy="http://username:password@xxxxxxxxxxxxxxxxx:8080";

if you're talking an individual program, then i'm of no help.
