Since /dev/cdrom is a link the chmod command will not
have any effect on it.

Try chmod 666 /dev/hdc instead.

You may have to change it back. Try either the
fedora-test-list for matters pertaining to FC2t3 and
fedora-selinux-list for matters pertaining to selinux
in future please.
