If I understand you correctly, you're trying to mount an SD card which
is installed in your Tungsten E by plugging the Palm into a USB port and
issuing a mount command like you're mounting a USB mass-storage device,
correct?

This won't work.  The Palm doesn't present the card slot in this manner,
and won't do without special software installed on it (the Palm).  I
don't know of any software that does this.

So, in answer to your question, yes, a card reader would do the trick. 
But your Tungsten E isn't a card reader :-)
