In addition to my previous answer, it should be not that difficult to
take

http://rpmfind.net//linux/RPM/PLD/dists/ra/updates/general/SRPMS/masqmail-0.2.20-1.src.html

and to adopt the .spec file for Fedora needs. At least for your personal
usage of masqmail that route might be the fastest, getting the
application to be known by the RPM system.
