up2date downloads all package headers

Hello

I've got Fedora Core 1
today I ran up2date as usual
it gave me the following output

Name Version Rel ----------------------------------------------------------
kernel 2.4.22 1.2179.nptl athlon
kernel-source 2.4.22 1.2179.nptl i386 openoffice.org 1.1.0 15 i386 openoffice.org-i18n 1.1.0 15 i386 openoffice.org-libs 1.1.0 15 i386



Testing package set / solving RPM inter-dependencies...

This process took some time and I looked in /var/spool/up2date

There are now lots of package headers (hdr files)
I don't have those packages installed.
Why does up2date downloads those header files?
Is this a bug?

my /etc/sysconfig/rhn/sources

yum fedora-core-1 http://fedora.redhat.com/releases/fedora-core-1
yum updates-released http://fedora.redhat.com/updates/released/fedora-core-1
