How to enable NAPI support?

Do RH kernels support NAPI for high speed networking? The e1000 driver
README claims NAPI will be used it the distribution supports it but I
don't know how to check. ksyms | grep netif reports nothing. I'd tried
forcing with -DE1000_NAPI but it has no effect on speed.

PS: I'm actually using RH 7.3 if that makes any difference.
