As it was answered before, the correct command is rpmbuild.

But I highly recommend not to use such old cyrus-imapd package! Use the
great one by Simon Matter

http://www.invoca.ch/pub/packages/cyrus-imapd/

His package is meanwhile the base for the cyrus-imapd from
development/rawhide. You may try that RPM as an alternative. Do you a
favour and do not use that bloody old beast from your link, it's an 2.0
while 2.2 is current.
