xinetd preventing proftpd from starting

xinetd appears to be bound to tcp port 21 preventing my ftp server from
starting
I type 'fuser -n tcp 21' and get '21/tcp:              1926'
I type 'ps 1926' and it says that xinetd is the owner.
I have two services running under xinetd, sgi_fam and pop3s

This happens every time that the server boots

Do I need to alter run-levels and force xinetd to start after proftpd.
Do I need to alter sgi_fam or xinetd configuration.

Please Help
