I have installed Fedora on a mini server,
(90 mb dram, 8 GB hdd and a 66 MHz P3) and it runs fine
so the problem does not seem to be resources.

Any direction will be greatly appreciated.

Further research, via bugzilla, reports this is not a bug. Hmmmmm. The stated answer is not enough memory. Hmmmmm. If I find a means to solve this I'll post it here.

did you try installing in text mode?
the line in the python debug output ...

(vm.vgactivate())

could mean a gui problem ..  just an idea ...
