Problem with the kernel-2.4.22-1.2140 package?

Just wondering if this is a "bug" or "feature", but when I install the
above package, the /lib/modiles/2.4.22-1.2140.nptl/build/ directory
doesn't get installed, it just symlink's to

../../../usr/src/linux-2.4.22-1.2140.nptl

which I don't have since I don't install the kernel-source RPM. Is this an
intentional change? If you don't want to distribute the build directory,
perhaps it should be removed from the RPM. I must confess it was usefull
looking at the .config options in that directory to see what was and
wasn't built into the kernel.

Thoughts?
