I don't recall adding it manually, but rhgb seems to be there:

[root@localhost clint]# rpm -qa | grep rhgb
rhgb-0.11.2-1

Have you added the rhgb rpm to your system? You probably won't have it unless you added it manually on an upgrade from RH9.
