up2date used to use the -k switch for this.  I tried it with FC1's default
yum repository and it didn't seem to use it.

As another poster mentioned, setting up your own yum repository or
"directory full of packages" can be done now with
/etc/sysconfig/rhn/sources.  You would get updates via the rhn-applet that
way, too.
