GCC 3.3 has fully integrated preprocessor, ie. /usr/bin/cpp cannot work
without cc1.  The options were either to remove cpp package (but that would
mean anyone which needs cpp (e.g. several window managers) needs to
install glibc-devel and other stuff which they certainly need.
Or move cc1 into cpp package (which gcc rpm requires anyway).
