No, up2date is a standalone-program. It however uses yum-repositories
(so it gets its package-information and the actual packages from the
same places as yum) by default in Fedora (it is also able to use
apt-repositories and was originally designed to use RHN. There however
are no packages for fedora on RHN, that's why it uses yum-reps in
Fedora)
