You could try:-

rpmbuild --rebuild kde-i18n-3.1.94-0.2.src.rpm

As it's a source file. Then you will need to goto the
/usr/src/redhat/RPMS/i386/ directory and install the compiled rpm.

rpm -Uvh kde-i18n-3.1.94-0.2.i386.rpm

Plus I'm sure that there are some other files missing to complete the upgrade.
