[patch 1/3] genirq: cleanup mismerge artifact

genirq: Allow fasteoi handler to retrigger disabled interrupts

was erroneously applied to handle_level_irq(). This adds the irq
retrigger / resend functionality to the level irq handler.

Revert the offending bits.
