In general, I like this (kind of) feature.

How about adding this (kind of) check ?

if (sc->may_swap &&
    zone_page_state(zone, NR_FILE_PAGES) &&
    !(curreht->flags & PF_MEMALLOC))
	sc->may_swap = 0;
