This patch contains the following cleanups:
- proper prototypes for the following functions:
  - ctrl_alt_del()  (in include/linux/reboot.h)
  - getrusage()     (in include/linux/resource.h)
- make the following needlessly global functions static:
  - kernel_restart_prepare()
  - kernel_kexec()
