[2.6 patch] ACPI should depend on, not select PCI

ACPI should depend on, not select PCI.

Otherwise, illegal configurations like X86_VOYAGER=y, PCI=y are 
possible.

This patch also fixes the options select'ing ACPI to also select PCI.
